“Not everything that counts can be counted, and not everything that can be counted counts.”

Albert Einstein

In projects, we often separate the world into two domains: what we can measure and what we cannot. Yet real value is not created in choosing one over the other. It emerges when both perspectives are integrated into a single, coherent view of performance.

Metrics matter. They provide structure, discipline, and visibility. Cost curves, schedules, and completion percentages help us understand progress and establish control. They tell us where we are and how efficiently we are moving toward delivery. But these indicators, while essential, only capture part of the story.

Operational Readiness exists alongside these metrics, in dimensions that are less tangible but equally decisive. It is reflected in the confidence of the people who will operate the asset, in the strength and clarity of interfaces under real conditions, and in the system’s ability to respond when reality deviates from the plan. These elements rarely fit neatly into dashboards, yet they determine whether the asset will perform as intended from day one.

Neither dimension is sufficient on its own. Measurement without readiness can create a false sense of control, while readiness without measurement lacks direction and rigor. It is in their integration that true clarity emerges. A more complete understanding of whether a project is positioned to deliver sustained value.

Projects do not create value simply because they are complete. They create value when they are ready to perform.

Operational Readiness is where what can be counted and what truly counts come together.

It is the bridge between delivery and performance.

Operational Readiness is not achieved by the completion of tasks, but by the demonstration of capability

A successful Operational Readiness program navigates through complexity by creating resiliency in projects and organizations with a well-structured lifecycle of Awareness, Preparedness and Readiness

through Awareness, readiness parameters are defined and teams understand the real operational risks hidden behind requirements, timelines and interfaces, setting the transition parameters bring the project to life

through Preparedness, those risks progressively evolve and translate into concrete capabilities, plans, and decisions

through Readiness, organizations prove -not assume- that they can operate safely, reliably, and effectively under real-world conditions.

By shifting the conversation from hope to evidence and from assumptions to assurance, the APR model enables leaders to face complexity with clarity and intent, moving decisively from “what if...” to “even if...”, ensuring a robust transition of projects to operations in a safe, sustainable and reliable manner.
